Pour un système de milice tourné vers l’avenir.
Notre initiative vise à ce que tous les jeunes adultes suisses accomplissent un service – dans l’armée, la protection civile, le service civile ou un service de milice équivalent. C’est le législateur qui déterminera les missions pertinentes de ces milices à l’avenir pour la sécurité et la cohésion nationale – comme, outre la protection du territoire, la prévention de catastrophes, l’aide à la personne ou la sécurité alimentaire.
Un système de milice moderne renforce la cohésion sociale, rend la Suisse plus résistante aux crises et donne aux jeunes l’opportunité d’assumer des responsabilités au bénéfice de la population. Non seulement la société et l’environnement en profitent, mais aussi l’économie : qui prend des responsabilités tôt et favorise l’échange avec les autres apporte cette attitude dans son quotidien et sa profession.
C’est ainsi que nous assurerons notre succès à long terme – en tant que société, en tant qu’économie, en tant que Suisse. Nous sommes convaincus que l’engagement unit et que la nation peut faire plus si tout le monde participe.

Le Service Citoyen relie des personnes de toutes les régions et horizons sociaux de Suisse à une époque où les divisions, le replis sur soi-même et les intérêts individuels sont de plus en plus prédominants.
Il prévient ainsi l’isolement social, car l’engagement collectif crée du lien et une véritable cohésion sociale. Par la même occasion, il met en lumière des tâches qui restent aujourd’hui souvent à l’arrière-plan alors qu’elle renforcent notre société.

Que veut l’inititive?
L’initiative populaire fédérale ‘service citoyen’ veut une Suisse active dans laquelle la solidarité, la cohésion sociale et le sens de l’engagement sont une évidence. C’est pourquoi, elle appelle chacune et chacun à accomplir, au moins une fois dans sa vie, un engagement au bénéfice de la collectivité et de l’environnement ‒ qu’il s’agisse de service civil ou militaire, de protection civile ou de tout autre engagement de milice de terrain.
L’initiative franchit une double étape historique: Elle concrétise l’égalité entre les genres dans le service à la collectivité et reconnaît les formes civiles d’engagement comme équivalentes au service militaire. La Suisse passe ainsi d’une obligation de servir exclusivement militaire et masculine à un engagement de milice pour toutes et tous ‒ parce que chaque personne compte !
Nous proposons de réinventer l’obligation de servir sous la forme d’un service citoyen replaçant l’humain et la nature au centre. En somme, il s’agit d’actualiser la Constitution fédérale pour introduire un nouveau principe, le service citoyen:

► Le service citoyen peut s’effectuer dans l’armée ou dans d’autres domaines d’intérêt public reconnus.
► L’effectif réglementaire des services d’intervention en cas de crise est garanti, en particulier pour l’armée et la protection civile.
►La loi détermine dans quelle mesure les personnes étrangères effectuent un service citoyen.
►Les autres règles de principe en vigueur (ex. taxe d’exemption, compensation pour la perte de revenu, etc.) restent inchangées.

Une fois acceptée par le peuple et les cantons, la nouvelle disposition sera inscrite dans la Constitution. Elle est donc valable, mais pas encore directement applicable – pour cela, il faut une loi d’application. Le législateur (le Parlement) doit par exemple définir dans quels domaines le service de milice peut être effectué en plus de l’armée et du service civil. Pour ce faire, le Conseil fédéral présente un projet de loi que le Parlement examine et adopte généralement dans un délai de deux à cinq ans.
